Whether the minor offence authority in the procedure for issuing a fixed penalty notice proceeded correctly and lawfully and whether it appropriately carried out a review of the request cannot be the subject of review of the court in the phase of reviewing the procedural requirements to decide a request for judicial protection, nor can it be the subject of review of the Constitution Court when deciding a jurisdictional dispute. When the court receives such a request for judicial protection, it must decide such within the statutorily determined frameworks of the review, if it does not reject such itself because it was not lodged in time or because it is inadmissible.
